I have the same setup and in the type grass you described, in second gear, I get a quality cut. With a Cub it is mandatory to run full throttle so that is a given. Are all the belts tensioned adequately to prevent slipping? Are the blades the type with the angle that gives lift/suction? I would look at the blades even though they were new just recently. I try to maintain very sharp blades to reduce the load on the low HP engine. I do not sharpen the blades exactly as they were when new. New blades have a single angle somewhat like this \ The cuttting edge easily rolls back or breaks resulting in poor performance. To compensate and to minimize dulling, I sharpen the cutting edge to resemble this > To get this edge, I first sharpen to get the original new blade edge and then I turn the blade over and relieve the bottom to almost exactly match the size of the bottom half of the > This shape eliminates the rolling typical of the factory edge and gives support for the cutting edge to avoid breaking thus giving long life.
