Yep, there's all sorts of fuel running out the plug hole. The sediment bowl is clean & the tank ain't perfect, but close. A while back, I pulled a yellow flexible gas can nozzle out of the gas tank. Shortly after that, I pulled a second one out. I decided to drain the tank after that. I parked the tractor on the slight grade up to the garage & used a length of 3/4" clear tubing to "vacuum" the crud off the bottom of the tank. Got quite a pile of sediment on the cheese cloth in the funnel. I know it didn't remove everything, but it got about 90% of it.
The float was an instant suspect. Back when I pulled the 400 into the garage to fix the water pump, I shut it off & had gas running out of the crack (unknown to me at the time) in the governor tube that attaches to the carb. I turned the gas off, meaning to fix it & didn't give it another thought 'till today. When I had turned the gas back on (also when I stuck the valve open) there was no leak & I went about my buisness.
