As the power steering has a seperate hyd pump mounted piggy back on main pump, it may not be primed. I don't think there is a plug strictly for power steering on the pump moounting plate but if there are two plugs one is for steering. You can just take that out to see if it is primed. If no plug,loosen line that goes into steering control or take line off at pump mount. The reason the screen on filter was plugged is because filter was plugged and that screen is a bypass valve for filter. Your system may be overheating causing paint to loosen or it may have done so previously and is still picking up remaining paint or paint just loosened from age , moisture etc.
