I think you have a plugged orfice screen in the regulator valve assembly. Valve block with four bolts on top. Orfice screws in with screwdriver slotted head. Orfice supplies regulator piston fluid to depress ball unloading valve below piston for low pressure standby. If screen is not broken you can cut end off to clean up and just roll it up again and reuse. Note, strong spring under cover, I use a couple of longer bolts in corners to assemble. Also, 0-ring on the regulator piston will need replacing. Far as adding another valve, should be no problem to add, just finding one from salvaged tractor, one from several different model tractors should fit.
