Super C Starting Problems

I have a 1952 Super C that has a 6 volt regulator and a 8 volt battery. Battery is fully charged with 1250-1260 hydrometer reading. I have replaced the battery cables and cleaned all grounding points. I have taken the starter out and had it bench tested and was told the starter was good. My problemm is that ever since buying this tractor when you try to start it the starter engages and turns the engine over approximately 1/4 of a turn. If you use the hand crank you are able to turn the engine over freely so the engine is not bound up. I can jump start it with 12 volt and it will spin up enough to start. I am looking for suggestions and things to look at now. Please help.
