That PTO problem you have you would have to investigate further. Does the engagement lever work/move all the way. Otherwise remove PTO assy from the back and see what is wrong. Use a manual. I am sure others can give you more detailed info. It is basically the same system as the Model "C" and super"C" and 200 230 etc. Looks like a nice 3pt addition, not factory.
