I agree that you need to clean it up and preferably install the parts from the re-build kit. To get the carb and those passages clean and clear, I have found nothing works better than laquer thinner. Use in a well ventilated area and don't smoke. If the tractor has gotten that little use, I would consider draining the fuel tank and put in fresh gas.
