'49 H needs choke to run

The '49 H I just purchased has had 1-2 hrs use each year over last 5 years. It has seen little use the past 15. It starts fine but needs to be choked to keep it running when you throttle it up. Obviously its not getting gas. When I gently tap on the back side of the carb it seems to help. I intend to check for rust in the tank and for plugged fuel lines. The previous owner said there is no screen at the bulb. If the sceens and line are fine, it must be internal in the carb. How do I check if the float or needle valve is stuck without taking apart the carb? I have never rebuilt a carb. Is it difficult to do? Where do I order a complete carb kit in Minnesota or elswhere? Can I simply have the carb soaked if that is where the problem is? I have a 3 hr drive to the cabin where the H resides so I wanted to get all the information I could for the weekend. Thanks in advance.
