It is possible that the previous owner used a pipe glue of some sort when re-installing. Just a speculation on my part. If the pipe is plugged, you could go up the pipe with a long drill bit. DON'T USE AN ELECTRIC DRILL THOUGH! In final desperation, you will probably have to remove the radiator from the tractor. Then you have an excuse to get it boiled and leak checked.
