If it shifts into high range and low range like it should then most likely the problem is under the cover and not linkage adjustment.
Likely causes are a broken/missing roller on the reverse arm or too much play where the arm pivots in the cover. Less likely causes are a broken reverse shift fork or broken thrust washers on the reverse idler shaft.
