something to do (STILL)

In regards to my post yesterday, I went to IH and picked up a new spring while they were open, took my checkbook but it wasn't too bad. Today I pulled the govner on my super A - SPRING INTACT. Put it back to gether still over revs. after starting the arm from the govner to the carb pulls to full throttle. I do not know what to do now. Can any body explane to me (mechanicaly) how a govner works, I know what it does, how does it do it?
