The distributor drive gear has a couple weights kind of hinge mounted on it. As the engine speeds up, these weights (flyweights, because they "fly" away from the shaft) move outward due to centrifugal force. These weights then push on a sleeve which rides on the shaft attached to the distributor gear. That sleeve, acting through a thrust bearing, pushes on a lever arm attached to the governor rocker shaft. Another lever arm on that rocker shaft has a large spring (the one you bought) attached to it to resist the force of the flyweights. The other end of that large spring is attached to the lever that runs back to the operator's speed control lever. A third lever on the rocker shaft is linked to the throttle lever on the carburetor. When properly adjusted, the force of the spring counteracts the force of the flyweights and the system comes to balance at a given engine speed. If the load increases, the engine speed drops, the spring force overcomes the flyweight force, moving the rocker shaft and opening the throttle a bit more. If the engine stops, the flyweights are exerting zero force, and the spring moves the throttle to wide open. Now for your problem. I just rebuilt the governor on my B last year, and found there was a lot of rust and gunk built up, the spring had actually rusted through. I also had a slightly bent rocker shaft, a pricey item at about $50. My guess is you have rust or gunk preventing the sleeve from moving on the distributor drive gear shaft, it should move very freely. While you are at it, replace the thrust bearing, for your engine it is less than $10, (I'm thinking about $5.60) Another thing to check is the speed selector lever linkage, which should have a spring on either side of the little block that drives the governor speed select lever. I don't think that could cause your problem, but it's easy to check. Sorry to get so long-winded, hope I didn't put you to sleep.
