I do not know anything about a 400, but I am in the middle of a similar battle with my 1940 A. Everything in the governor seems tight except the spring was not being stretched at anything less than almost full throttle and I lost all responsiveness. I replaced the spring and I still had all this slop with the spring. I then re-read the service manual very carefully. When mounting the spring, I was not rotating the spring along its long axis by 180 degrees (i.e. unwinding the spring) before connecting the top connector. I did this rotation trick at the end of last weekend. I have not had a chance to start the tractor, but my throttle control is now nice and tight and I can visually see a better correlation between throttle movement and carb arm movement. I hope to check out my change this weekend.

As I said, I do not know how a 400 is put together, but your problem does sound similar to mine. Maybe the spring trick will help. Contact me if you do not understand what I am trying to say.
