If it will not roll in neutral, there is something bound up (either in the trans, or one of the brakes. These are the two most likely issues. Lets go for the brakes first. With it in neutral engine off. Go to the back of the tractor and violently push and pull on each tire. If one of them moves a little bit more than the other, and the tractor front end tends to wiggle that way as well, it is the brake on the side moving least. To assure your self of this, it is only necessary to take the small cap out of the center of the brake housing (looks like a wheel bearing cap) and watch it while rocking the tractor. If it does not move at all, that brake is rusted solid. Disassemble that brake, and free it up. Not a dramatic job. If it is free, put the cap back and do the same to the other side. If they are both free, the issue is in the transmission. Unbolt the shifter from the platform and look in the hole. All the shift rails in the selector area must be aligned with each other across the center of the opening left to right. if any are out of place, put a big screw driver down the hole and move then to be aligned. It might take blocking the clutch down, and rocking the tractor to free it enough to get them aligned. Reinstall the lever with the tip in that groove.
