clean the tank well as Andrew said. Then if you want a sealer that is affordable and seems to do the job go with Redcoat. Its sold by the quart and is really thin so you just dump most the quart in, move the tank around until it is all covered (mainly just bottom and sides), and then let it drain out. You can capture the extra as it drains out and save for your next tank. There are many other tank sealers on the market as well.
