The tappets in a 282 can definetly pull out of the bore in the block when you pull push rod out. That is the only thing I can think of that would cause your push rod to be too high or low. If tappet is all the way out the push rod will go down too far so it must be up and cocked. It is pretty hard to do much down the little hole in head where push rod goes through. Probably can see down there to verify problem but have to pull side cover off to get them back in place. The trick is to jiggle those push rods when pulling them out so they let go of the tappet.
