It sounds to me like you have one of two problems, most likely the governor is not working right, but could also be that it is not getting enough fuel. These fuel pumps are very simple, but also not very effective. Testing the fuel system is easy. Just shut off the gas at the tank and remove the gas inlet from the carburetor and replace with a hose connected to a small tank secured to the hood. Gravity will ensure gas supply to the engine and confirm or deny that this is part of the problem. I am not very experience with the problems of the governor on these since mine works. However, there is a felt gasket where the governor mates up against the carburetor that is prone to leaking air. Check that. Any other ideas I will leave to those more experienced.
