Unless the engine has been replaced with a newer block the one in your 560 uses the light press fit sleeves. They 25 to 75 pounds of pressure to install so you should be able to install them by hand. Anything more that about .0005" interference fit will get tighter than that to install. The IH manual says that there were two different size sleeves originally for standard sleeves. They were marked on the sleeve with either L or H. L was on the low side on the specs, H was for the high side of the specs. All replacement sleeves are to the high side of specs.
If your measurements are accurate you will need at least two .002 oversize sleeves. I would start with one .002 oversize sleeve and try it in all the bores to see how it fits.
