Seeing air and foam in glass bowl means you have a restriction between bowl and tank and it is drawing air in around gasket of bowl. It some times happens that a baffle in fuel tank comes loose and lays over outlet. In that case I put a slot in fitting so it cannot shut off flow. This happens in the 450 diesels, don't know if your tank has baffles or not. Even a plugged fuel cap can cause this problem also unless tank has seperate vent which of course can become plugged also.
