Help...2 Stage clutch not working

We have started to use a ih 424 for mowing after it had been sitting for four years, the 2 stage clutch is not working properly, the tractor is running like a tractor with out a live pto, put in the clutch and the pto stops, with the mower on the back it has the tendency to push you into fences and trees etc. we plan to split the tractor this winter to see what is going on. will running the tractor like it is damage anything????? the dual clutch discs will most likely be replaced anyway. thanks in advance for your help.
