Pete, the IH 424 has a independent pto, not a 2 stage clutch as used in the Fords an/or MF tractors. You should be able to engage thcut off the pto without using the clutch. I would guess the IPTO clutch pack need attention. It can be removed without splitting the tractor. See your local Ih repairman for details. It probably will not damage the tractor further to continue mowing, but it could be dangerious to your health, ie. running into fences, trees, ect. Good luck George
