Low speed idle (air) is 1 1/2 turns out. Leave it right there until the engine is fully warmed up. Then, and only then, you MIGHT need to turn that screw in OR out, but 1/2 to 3/4 of a turn in either direction should be sufficient. If it is NOT, it's time to take the carburetor apart again 'cause you missed something.
The high speed idle, or load adjustment screw is set at 3 turns out. Period. Leave it there. Adjustment is required ONLY, and I repeat ONLY, if the engine stumbles under FULL LOAD. Not just at wide open throttle, but at FULL LOAD.
Every M or H that I have ever been around always made full horsepower and performed very well with the load screw set at just 3 turns out.
