It sounds to me like a weak pump, HOWEVER... If there was EVER anything that a manual was needed to work on, it's that hitch. I have one (AND a manual), so I know what I am talking about as there's LOTS of troubleshooting and setup information and diagrams in that book, including pump and pressure testing.
There's one on ebay right now for $10.00, "International I-424/B-414 Tractor Hitch Service Manual". Auction # 380331412161. (I have NO connection to the auction.) There's another one, as well, for a bit more $.
