I'd take off the belt pulley gearbox and look at the 4th/5th slider and clutch gear to see if they are intact. I don't think it is out of the realm of possibility that one or both of the parts have had the engaging components milled off for safety purposes. The bolt was also added to prevent "overshifting" of the yoke. The previous owner could have been hiring kids as summer help. Most people back then, including kids, knew enough to remove the 5th gear lockout bolt. What kid hasn't had the urge to "joyride"?
