I wouldn't (and have been told not to) use the plate on the pedestal. That can put a lot of strain on the pedestal. I put a 3/4" eye-bolt in the frame where the cultivater, etc bolt on. Just may sure that the shoulder of the eye-bolt tightens down to the frame. On the back I put small clevises on the frame for the drawbar support. I then use 3/8" chains and binders. DOT only requires two chains for not-for-profit hauling but I like to use 4 chains. I tighten them so that the front tires squat. I don't like to see slack in the chains and then have them jerk back tight again. Hard on things.
