Just because the regulator is new, doesn't mean it's GOOD, or hooked up correctly.

Your batteries are boiling because they're being overcharged, so something is wrong with your charging system.

Start the tractor and put a meter on the batteries. It should start out at up to 14.7 Volts, then taper off slowly as the batteries get charged back up from running the starter.

FYI, battery cables have NOTHING to do with the problem.
