When you said you attatched spring over original pin and was able to make full rpm, that make me think you still have part of the old spring link in place. You should have no part of that original spring and be hooked in just the eyes on both the fork and the lever. Normally no problem to get full 1815 rpm long before arm touches govenor. Only one I remember was my dad's 52 H (which is mine now) when I was a kid it kept getting slower than the 45. He would have the local dealership speed it up and pretty soon it was running slow again. Well, end of story the spring was just stretching and failing until it broke. Then me and my brother put a new spring in it and ran the two H's up and down the road in fifth gear until they matched speeds since we of course had no tachometer.
