Don't force it. Undo the rod that connects the lever to the Touch control. See how the lever moves. If it is stuck use some penatrating oil and free it up. If it is OK then while it is still disconnected try to move the valve on the Touch control. If it moves easily reconnect, if not, try to make it move with a pry bar being careful not to break anything. When they both move freely reconnect and see if it works.
