PTO RPM is 540, but that is at rated PTO maximum power, not Maximum engine speed (which is High Idle) The PTO will turn 580 to 600 at high Idle. The equipment will not care one whit between 540 and 600, so don't be concerned on that account. If the hand lever linkage moves the governor control lever to its full travel, (and it should) the governor will need to be either adjusted, or the main spring replaced (I recommend a new IH spring).
