First, thank you to those who have posted suggestions! I apologize for my delay, but yesterday was the first opportunity I had to try your suggestions.
I started adding additional fluid and once I had added about 2 gallons, I heard fluid dripping from under the tractor. It was leaking out of the filter housing. The housing was snug, but I clearly did not have the gasket positioned properly. I loosened it a bit and rotated the housing as I tightened the through bolt until it quit leaking. I added the rest of the fluid, disconnected the power steering line under the MCV and fired it up. Fluid started flowing out of the PS line immediately. I re-connected the PS line, started the tractor back up and all of the hydraulics worked fine - woo-hoo!!!
