I would go for the orfice screen in regulator valve assembly first. Depending on tractor vintage, there was an improved teledepth valve with a crescent shaped groove machined in below regulating land in the valve which made for better operating hitch. I have drilled many an orfice screen out but you need wire gauge drill bits and go only a few thousands over the .031 original size. Also, originally they had check ball in the screen orfice that bounced back and forth and closed the hole. It has hardened seat and is difficult to drill to proper size.
