what kind of "rebuild" was done to the pump? was the distributor block rebuilt? was it tested on a stand after the rebuild was complete? still sounds like a fuel/injector/pump issue. find out which cylinder is missing first. crack the bleeding screws on injectors one at a time until miss goes away. that's the bad cylinder. wear goggles and old clothes when doing this. you WILL get covered in diesel. then check if that's the low compression cylinder. check for broken valve springs on that cylinder. bent pushrod? pull that injector again and have it tested again. good luck.
