That nut is threaded on there. The best way i have found is to take a chisel and mark the nut and pulley while on there so you know how tight to get the nut when you put it back on. Now take a good chisel and hammer and try to get the nut to back off. If that don't work, get a torch and heat it up, then try the chisel again. This should work. Clean up the threads and use the chisel to put the nut back on.
