Vince - Did you retighten the packing nut after you ran the tractor a while? New packing has gotta "seat in" when first installed requiring adjustment (tightening) of the packing nut once or twice for it to seal. Regarding governor not picking up the load, if you've got a new governor assembly installed then the problem has gotta be either adjustments or a binding throttle shaft in the carb. Check for free movement of the throttle shaft (remove the cover from the governor riser, then with the governor handle set at "idle" make sure the bellcrank moves easily). Then follow the instructions in an I&T manual to set the governor handle, low and high speed stops and carb bellcrank link adjustments - your problem should clear up. Good luck!

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
