I have 3 of the gear reductions. They were made by the Howard rotovator company. Sorry none of mine are for sale. The howard despeeders tend to pop out of gear and go into neutral. If it's locked up, something internal has come loose and is jamed inside.

More than likely the transmission has jumped into 2 gears, if you pull the shift cover, you can see if the gear clusters have shifted and jammed.

Save for 1 seal, nobody makes any parts for the despeeders, so if it is broken, short of buying another one to fix it, your best bet is talking to a machine shop to see if they can make some new parts.
