James think about how your pump works.The thing that gives pressure is the spring. The push rod just reloads the spring and the spring is what pushes the fuel. If no fuel leaves the pump the spring is compressed the fuel just sits there under pressure and the rod doesnt do anything till fuel leaves and the rod can contact the linkage to the spring. Maybe look at float level for flooding on start up
