The govenor will just pull out but I think you need to stop and look at it. Are you pulling against the govenor spring? It is a good idea to make sure the linkage is free but you may want to check and make sure you are not fighting that stiff govenor spring. Otherwise, disconnect all linkage and remove the bolts and it will come right off. Make sure not to play with the adjustments. If I remember right the adjustment bolt has a safety wire through it and through one of the case bolts. You may have to snip it to remove the govenor. Replace it when you are done.let us know what you find.
