I found some more info for you if the float setting is wrong.... two things to check

Height of float from upper body 1 21/32 inches
Fuel Level 7/8 inches.

This information is on page 28 of the Blue Ribbon Service Manual Farmall H and 4 series GSS-5032, November 1971
