The Woodruff keys are round on the bottom, or at least are in rounded seats. Apply LOTS of penetrating oil, and wait a day or so if possible. When the oil has had a chance to work, use a brass drift punch and a 2lb hammer. Drive directly on the end of the key toward the shaft; this will push that end of the key into the shaft, raising the other end a little. Apply more oil and repeat on the other end. If this doesn't work, or if the keys have an extended area on the ends which are longer than the shaft, try driving on the key from the end, toward the other end, rather than toward the shaft. I have seen these things removed with a pair of vise grips locked on them and then some hammer blows applied. This usually results in needing new keys.
