Your carb is flooding, probably because of a float/valve issue.
Pull the bowl and check the floats, and put a new valve in - or at least clean the existing one.
Take the floats out and shake them - carefully listen for anything inside. They can and do leak sometimes. If they fill with gas, even a little, you'll flood.
If you don't want to mess with the carb, instead of turning your tractor off with the kill switch, turn your gas off and let the carb run dry to kill the engine.
Then when you want to start it, open the gas and start the engine right away, before it floods.
If it's not starting, and the carb is dripping, turn the gas off and continue trying it until the carb finally empties out. Then it'll start, and you can immediately open the gas.
