Yes, but the effects are not that pronounced. I suspect the carb has a blockage in the high speed circuit. The passages are small, and need to be runthrough with fine wire, and air to assure they are clean. Soaking the carb in dip cleaner is the best, then the wir then air. TO see if it is for sure fuel, use a propane torch with the nozzle taken off to emitt pure propane. With the air intake hose off, add propane to the airstream entering the carb. If it revs up better, it is fuel. Keep us informed. Jim
