Carb rebuild question

Hello, I just rebuilt the carb on my 400. All went well except the fuel adjustment needle (at the bottom of the bowl) is very loose (easily turns with fingers). The rebuild kit came with a thick felt washer that I assume (correctly?) was the packing material for the packing nut that the fuel needle goes into. I tightened the packing nut as tight as it would go, but the needle still turns freely. It was not this loose when it came out, nor was there a tension spring on it. I'm concerned it will vibrate out when the tractor is running. I'd really appreciate any suggestions to correct this, or point me in the right direction as to what I did wrong. Thanks, Skeeter
