Skeeter, I just rebuilt the carb on my 'H', and had the same problem, only backwards. The thick felt packing in my kit was too big to let the packing nut go in. I read the archives, and it looks like maybe IH had 2 different types of carbs or something. In the end I cut my packing nut down to fit. The folks with your problem used some graphite plumbing string to build up in there. I don't know if any of this applies on your newer 400, but I think it will do the trick. Good luck! Paul+
