All engine kits are foreign made, unless you get one actually "made" by CaseIH, then they are likely outsourced. CaseIH doesn't actually make anything for the old tractors. Many of the gaskets etc come from Mexico, and other places -- but they are made to IH specs. The seals are usually made by either National or Chicago Rawhide (now known as SKF). Bearings are made by the major US companies, likely also outsourced. The seals, bearings, carb kits, etc from CaseIH are quality products, expensive? -- Yes. The gaskets in the Tisco kits are usually Felpro or another major company. But in 4 tractors I have had no problems with any gasket, seal or bearing for any tractor. I haven't told you anything you don't already know as I am sure Ford does the same thing. I have no control over any of this, but for the major parts, such as engine parts, I at least like to see a name that I recognize, even if it does no good. This site sells mostly Tisco, along with some noname kits.
