IH 674 PTO problems

I had the tractor out doing some brush hogging yesterday and noticed that the PTO seemed to be slipping a little when I got into the heavy stuff. After a little while more of cutting, it stopped working all together. It will turn slowly with no load but doesn't have any torque behind it. I assume the PTO on this runs off of a type of wet clutch. Would that more than likely be the problem or am I overlooking something? How hard are the clutches to get to? Thanks very much.
