H fuel flow question

I was changing the gasket on my sediment bowl and noticed something that seemed odd to me. When the bowl is off and I open the valve fuel pours out at a good rate. When the bowl is in place the fuel is at what could be described as not much more than a drip. Is this normal? I havent gotten around to checking out the A to see if it is the same. I am sure I can get the answer here without spilling gas all over myself.
