The suggestions in the posts below are good ones. But also consider this: If the carb float bowl is full, little or no gas will flow into the sediment bowl when the shutoff valve is opened. To check, run the motor for a minute or two with the shutoff valve closed (to use up the gas in the carb) THEN open the shutoff valve. If the fuel system is OK, the sediment bowl will now refill in a manner of a few seconds.
