International or Farmall makes some difference. i'm not familiar with the non 3 point models but my guess is there is only one pump inside the center housing that feeds the power steering and then the remotes. The first step should be a pressure gauge plugged into the quick coupler(s). A good guess would be the priority valve that allows fulltime power steering pressure is malfunctioning. It's also possible the relief valve for the remote valves is stuck open or just broken. if you have more than one remote pair, make sure you have the correct combination of hoses paired to the couplers and then see if the behavior is only with one valve or if it is on all of them. look for check valves or restrictor valves between the cylinder and the couplers that could be screwed up too.
