You mean the rim can be 1 inch narrower than the tread width, not the cross section. 13.6 has a tread width of 12 inches, a 14.9 has a tread width of 13 inches. Thus you can put a 14.9 on a 12 inch rim. But 14.9's are taller and mess up the ground speeds. But if you compare 14.9's on both 12 and 13 inch rims, the tires fit noticeably better on the 13's. Similarly, I have an M with 13.6's on 11 inch rims and a 460 with 13.6's on 12 inch rims. The tires on the 460 fit much better.
