Typically you want your rim 1" narrower than your tire (13.6 tire...12" rim). However you can go a couple inches either way and depending on what the tractor is used for, it wont make on bit of difference. Obviously a narrower rim will balloon out the tread and a wider rim will flatten it out... Measure rim width from the inside the bead seat to the inside of the other bead seat. No need to measure across the rim...they are 38" rims unless someone has change your rear hubs with some high crop ones.
13.6s or 14.9s both look good on an M. Some even run 15.5"s...
